According to estimates from the U.S. Department of Justice’s Office of Juvenile Justice and Delinquency Prevention (OJJDP), around 100,000 young adults each year, leave secure residential facilities and return home to their communities. However, for many of these offenders, freedom is only short-lived. The OJJDP states that approximately sixty three percent of these individuals tend to commit an offense again even before they have crossed the one year mark. Substance abuse has an important part in that recidivism. According to a report released by Substance Abuse and Mental Health Service Administration or SAMHSA, Florida‘s rates of drug and alcohol abuse have been differing constantly, but still reflected the national rates. The report also showed that the rates of use of an illicit substance other than marijuana, however, have been more than the national rates. All statistical data of alcohol use, including the usage of binge alcohol, fall lower than the national rates. There has also been a steady decrease in the number of patients who cited alcohol as a substance of abuse for admission, and an increase in opiates excluding heroin across the last 15 years from which the survey was conducted (the report from SAMHSA was published in February, 2009).
