Access to Recovery (ATR) is a federal program which aims at increasing the treatment programs for drug and alcohol abuse in the US. This is an initiative, actively supported by the Substance Abuse and Mental Health Services Administration (SAMHSA) and Center for Substance Abuse Treatment (CSAT). Under the Access to Recovery grant program, patients get vouchers to purchase clinical treatment and recovery support services. Oregon Health Authority, Addictions and Mental Health Division secured a four-year $3.3 million-a-year competitive grant award under the Access to Recovery program. Oregon Access to Recovery (OR-ATR) is available in the counties of Multnomah, Washington, Lane, Umatilla, Douglas, and Jackson. OR-ATR is designed in a manner that helps to increase opportunity for a substance abuse patient to access medical facility and create recovery care system.
